In early 2022, Encore engaged in a strategic planning process to replace its former plan which expired in 2019. A steering committee was formed to oversee the process. A total of 56 citizens were interviewed through 23 individual or focus group meetings via Zoom or phone. This included government, senior participants, healthcare, police and fire, small businesses, nonprofits, board, and other stakeholders.
